The devs have stated that tactical battles will not be in Gal Civ. If you want something like this, do what Zubaz suggested above and get SoSE. I dont know of a particular thread, but if you're interested, in past posts you will find a few on this topic.

Relations and diplomacy have niothing to do with the availablility of treaties. Diplomacy can have an effect on what you have to give to the AI to get one. As Loupdinour stated, each race can only have one of each to give. If you dont see one listed for and AI it merans that it was alreday given to another AI. I agree with Millertime, I would take the resource over almost any planet. Remember you're not only getting th bonus yourself, you're taking it away from an opponent. The only consideration i might have is how far awat it is from my other planets and territory. That is, how hard will it be to keep sending consturctors to and how hard ill it be to defend with a fleet? I have a question about the Thalan Super Ability... This is the one where they build factories in one week, right? I have never played as them but probably will on my next game. I'm still playing DA, btw. OK, my question is, does that superbility refer to just factories, as in the one building type with that name. or does it apply to all manufacturing structures, ie. factory, advanced factory, manufacturing center ad industrial sector? I dont even use tidal disruptors, but maybe ill start. By the time im invading i have the economy to afford minisoldiers and propaganda. Of couse, large is the biggest i've played so i dont have scores of planets per turn to invade. I did use tidal disruptor once, on some planet that was like full of morale buildings. OK aparently he was exagerating about the Millions of BC lost. His point is that his economy went from green to red. Basically this is something that you have to always keep and eye on when you play later in the game. Just like you do with you approval / morale. To get back to scoring of metaverse games if I may. I know that military victories get some kind of bonus over the other types of victories. Some agrue that this is a reward for sticking it out till the end and beating everyone. I mean, many times an influence victory is just a military one where you just dont bother sending in the last bunch of transports because its just not worth your time by that point. Balancing of the game deals with Human verses AI, or even one race verses another. I think the races are pretty well balanced. To say that good is harder and that makes the game unbalanced is wrong. To keep things simple in my games i build one farm on each planet except for home worlds which dont get any but does get a moral building since it has a greater population. Eventually i have 13b on each palnet and i dont build any moral buildings. This makes moral manageable and i only lose one tile towards the farm. My question is, if i replace one stock exchange with another basic farm (+6 billion people or +3 billion?) Will the added population make up for the lost stock exchange?

In my curren game as the Drath, the Korx declare war on me. I was embarassingly woefully unprepared, i had the Alterians, thanans and terrands give me ships. it was nice. WOW if sarcasm could kill, ... I'd name a ship after it. I don't usually have that many designs in a given game, usually just one per hull size. They get upgraded as technology is available so i add a suffix. Then i just build the latest version only. My names are pretty much a prefix and then the hull size and then the version number / letter. I've found the same thing with economic treaties being hard to come by and very expensive. Some, as Iztok noted, wont give you one for anything. I tried to give the Alterians (as a test only) like half my planets and all my techs and money, it still stayed red. However, much earlier in the game they had one with the Drengin. Can someone tell me if the latest patch for DA is "all fixed", I'm till playing on 1.61 and wanted to get the 1.8's. But there was a lot of talk of bugs and not enough planets etc. So i waited. Since i haven't seen much talk about it these days with all the TA beta posts, I was wondering if I should update now. I'm looking forward to seeing anomolies later in the game.
