I got the Peacekeepers event once. I was really lucky then because in this game already the Dread Lord event had taken place and I had attacked them with a fleet that was too week, so the Dread Lords were after me. The Peacekeepers took care of that problem for me. Due to my trouble with the DLs I didn't have any ships in areas under foreign influence when the PKers event took place. Until now I only got new techs from invasions (which seems to be unrelated to spying, at least that was stated in some posts) and that an other race has been stealing techs and would be willing to trade it to me. I actually thought the invasion thing was the tech spying mentioned in the manual. I really wish there was some proper documentation for this game, instead of having to guess all the way...
