How the hell do you neutralize spies then? When you have spies available in your spy pool, bring up your economy/trade/espionage screens and click on the espionage tab. You'll see your agents and the active foreign agents. Left click on the foreign agent you want to nullify and then click the nullify button.

I'm still confused about approval. I can have two planets, both the same class, projects, population etc with vastly different approvals i.e. 100% on one and 44% on the other. I notice with every game, that my approval rating steadily declines throughout the game no matter what I do...with one exception...taxes.
