Dead space should be used it is the biggest part of space. Think about having a inhibiter's in the middle of a phase lane and the attacking fleet has to get past it in order to move on the planet or use them to cover your retreat from a failed attack. Dead space stations and battles would add another layer to the game. Even if they have no economical bonuses you could have a forward base to launch raids agents your enemy.
