Defend with Caps and Starbases while keeping Frigates one phase jump away. A smart enemy won't waste Wail if the Frigates aren't in the gravity well, and if the opponent does use it early... well then just bring in the Frigates. Not a perfect strategy but a lot better than hopeless. If even Caps would be at risk because you're adjacent to a Terran, well that's a Terran- go capture it. I like the suggestions here; the Adjudicator as it stands is awful. If the devs aren't fond of the existing suggestions, a reasonable alternate might be to vastly increase the hit points on Adjudicators such that a much smaller grouping of them can expect to take out an unsupported Starbase before the Starbase finishes them off. I think Titan levels after lvl 6 should cost about 5x what they cost currently. That would limit how much of a liability smaller vessels are against them, reduce the impact of them keeping their levels, and reign in their effect on the game a bit generally. All that while still letting them easily get enough levels for their "ultimate" abilities.

Just cut the damage they deal in half. They'd be at about the same cost effectiveness as Light Frigates, but still worthwhile support and emergency defense units because of their debuffs and build speed.

I'm of a mind that Starbases NEED a hard counter like strike-craft. A fully upgraded Starbase is just too beastly, especially when it has additional support (fleets, static defenses, friendly Titan, etc). What I WOULD support though is the idea that there should be a better hard counter to carrier fleets. When the inevitable corvette nerf comes around (and they probably do need it), I wouldn't mind at all if they ended up being especially good against carriers and
