Nope, Stardock folks have stated before that it is indeed the two expansions reworked to no longer need the base game.
I believe he's already stated that he will release an expansion later that will update it to the NGE.
Just make sure your computer actually has a PCI-E slot. There are a few regular PCI cards that will work as well.

I've been thinking about tech trees and may be able to help you there. I would suggest that you give all races all three weapons branches, whatever you rename them to. Think of the show's technology as what the races actually chose to research and the mod as what they potentially could have done. Now on to specifics.
