You can really make them any size, and Icondeveloper will convert them to the proper sizes. I usually make them large, around 500x500. The largest icon size is actually 256x256, but if you make them bigger than that, it gives you room to be creative and it helps to keep things sharp looking. I make mine in Photoshop, but if you don't have that, there is a free program called GIMP that is similar. Basically, you can use just about any graphic editor program to make them. Once you have them made, you save them as .png files and use Icondeveloper to convert them into .ico format.
