there is no way to decide what anomalies will go where. It's totally random...as it should be. yeah, you should put your modded customplanets.xml in a mod folder. Following matt's advice should definitely work.
first of all, where is your customplanets.xml located? second of all, by clearing out the raceconfig files, it doesn't mean take them out and put them back, it means to remove them and not put them back! ;) -Dave

i don't know about the ships, but to delete custom races ingame, you can click on the 'load race' button during race configuration and there's a delete button there. -Dave
put the customplanets.xml in the [hi res mod location]/data folder if you want to use it with that mod. -Dave
the 'requires' tag tells you the prerequisite tech of the tech you're editing. make sure you set the 'requires' value to the name of the internal name and not the display name of its prerequisite. -Dave

if edladner could make something similar with GC2 parts, then i don't see why not, but until we find a texturer...if we find a texturer, there won't be any new models...besides maybe weapons if someone on the team can texture them well enough. -Dave

Well as you know, since you read the new news thread, TBL is in a rewriting phase right now. This background story well...kind of cheesy.
