Campaigns are not standard in 4x games. Mainly because they tend to really fucking suck. That said, I think the game is much more conducive to one than a standard 4X and probably should have had one just to appease the masses, but what's really the drawback of it? An individual game can take hours, even days to complete.

Modders quite often surpass the original games. Half-life was far outstripped by the modding community, as has been Civ 4, EAW and many more. The difference isn't quality.
