The two sides play nothing alike from the very start. TEC don't need to pump out fleet upgrades right off, Vasari do. Tec have shield regeneration capabilities, Vasari don't. Mitigation cures both focus firing and steamrollers. If a two to one ratio in fleet size means an optimal damage advantage of 10%, it's not particularly effective to have a larger fleet. Change mitigation so that it's dependent on relative strengths instead of a flat rate for all ships and make it penalizing to the point of negating the majority of the extra damage when firing on a single ship with more than one of equivalent size. Two birds with one stone that.
Sending in a group of flak frigates to wipe them out first takes time, the same thing a pji does. It's a delaying factor in your bypassing of the system to hit a core world. They are tactically the same effect. The question is not who needs strategy, the question is who needs a pji when bombers accomplish the same end result by requiring a tactical delay before moving through that allows responding fleets that much more time to arrive.

Unless it's a big map and you spend half an hour chasing a marza from planet to planet as it uses the special ability to rapidly knock off large amounts of your population and infrastructure. I rather like being able to secure my inner worlds from harm, the problem I think is that hangars are so damn cheesy with 16-20 bombers knocking capital ships out before they can even turn around that no one bothers with a real defensive structure centered around it. Better versions aren't different from tech advances from a mechanical perspective. Even more complex mechanical variations, like elephants over cavalry, are just a combination of increases. You can simulate identical effects in civ by replacing new units with upgrades for the originals as soon as you have enough to propogate each new variant. A cobalt could remain a cobalt for the duration of the game, but mechanically it's the same as a new ship every time it upgrades, just like the maceman

The number of techs is irrelevant, how long they take to research is irrelevant. The design of a tech system is how it is ordered, not how big it is. The typical rts tree has different types of units that are accessed as the game progresses. If a turn in galciv were 5 seconds in sins, a huge map would be a medium single star game... Most of your tech advancement in a 4x is from one weapon type to the next. I think I deciphered it. He was combining capship research and frigate and cruiser research concepts. His "pretty picture" is eight stages of research for independant fleet caps on frigates and cruisers that would give you access to all of them, but in limited numbers. This would mean you could skip straight to cruiser x or y instead of waiting for 7 research labs or whatever, but only in small numbers at the start to avoid breaking the balance or something. Out in the sticks myself, I can play with a smooth and stable game on hughesnet satellite. 700ish ping minimum. It's a bit of latency, but no the game doesn't run crappy and pause all the time. The orbiting defense setup in hegemonia was a nice concept, just so limited. Alas, that applies to the entire game, so many awesome concepts, done wrong. Would be one of the greats with not a lot of tweaking to the mechanics.
