Need help to face the Peacekeepers (Piecemakers?) in Dark Avatar GalCiv2 Forums

I have played many DA games and have never faced the Peacekeepers. I encountered the Dreadlords, the Jagged Knife, the Fundamentalists, Plague, Disease, speed bonus, unlimited range (in a medium galaxy ... WHY?) and other mega events, but I have never had the pirates or the Peacekeepers. What do I need to do to get them to show up. I have declared war, I have had war declared on me, I have been agressive, I have been passive. I have played in medium galaxies all the way to the largest. What do I
