I am a noob and I need help. in Skinning WinCustomize Forums

This question is pretty basic. I've downloaded a skin saved to my desktop in a ".bootskin" file format. I open it and it askes me to use a web service to find a program or select from a list. I'm sure you get this question alot but help me out please. Thanks.
