You will see the ships actually have a blue line to go back into the "edge" of the inner circle when they jump. They don't actually move there. There is a related bug with planets/suns on the Z-axis where occasionally fleets will get stuck - they need to move towards the planet to jump, for some reason, but can't because they're blocked by the invisible wall surrounding it. I had this happen when jumping star to star.
