The core problem here is that the AI does not adequately consider its own need for a resource. Or so it seems from this limited description, anyway. The AI should be unwilling to trade away things that it needs, except in exchange for great wealth. It should factor into this the rate at which it produces a resource, and ideally how able it might be to replenish its stocks of the resource through trading with others. So this now implies that there is indeed an other plane in the Elemental cosmology. I thought that was something that wasn't going to happen? And honestly, I don't really approve. I do very much approve of the gameplay aspect of this, though. Dropping this in the back side of enemy territory is sure to raise some very convenient hell.

The easy way to do this would be to raise the stat caps on sovereign creation from 15 to 20 (or higher!) and give out more points to create with. And possibly decreasing the cost for stats relative to the cost for traits, but I'd discourage that - it should remain viable to make a sovereign that's primarily an administrator, and provides bonuses.
