Effects menu, Perspective.... I dose not work on some effects, like trasparnacy, or Bitmaps. You can do perspective to Bitmaps, with the bitmap tools menu.

Joker, the first thing to do when skinning in CorelDRAW is to go to the tools\Color Management diologe and Turn off the The Color Management. You will get much more Brillant colors.

Make sure that the Gloss is getting Exported. I do it all the time form corel and dont have any problems. The only thing I can think of is that you have it on a layer that is not getting exported.
