This sounds like the 1.8e fleet movement bug to me. Try using [link="http://files.filefront.com/Keyreg/;9530968;/fileinfo.html"]this[/link] and then update DA. If this isn't the 1.8e fleet movement bug, I have no idea. And yes, the .reg file is safe-feel free to open it in Notepad/etc or run it through your favorite virus scanner.

They're pretty much all bad. Plague and Disease are possible exceptions to this rule, as far as the player is concerned, as AFAIR the AI still does not prioritize either of the cure techs. In a no tech trading game, this is disastrous to them; and it's still pretty bad if you choose just to never sell it to them. IIRC, you can also get a mega event where all planets in x system or all planets within 1-3 sectors (I think it's 1, I'm positive it's never more than 3) are increase
In the first DL campaign, there are only two uncolonized planets. In the second, it doesn't get much better-there are a total of 4, and you don't have any allies. The third mission technically has 8 uncolonized planets, but as 4 of them are Class 0, we won't count them. Your ally returns to "help" you, though. My theory is the reason your ally is so far ahead of you is because they've taken both of the available colonizable planets in the first mission, for a total of three, and left
Rangers are largely random. I imagine they're influenced more by something than anything else, but I have no idea what it is. Lucky Rangers (which are apparently not the same...but close enough) are influenced by the Luck stat. You can expect a fair number of them spending 1 customization point for Luck or taking the Universalists. Now you're taking that money and, because the game is so nice, putting it towards the Hyper Computers. The basic idea is sound. There's nothing really wrong with it. I do understand where you're coming from, as you could get God only knows how much use out of an NLC and then just upgrade it into a trade good for mere pennies, but that's really just how the game works. <br

Hyper Computers costs 540BC. An NLC costs 500BC. If you upgrade an NLC to Hyper Computers (and have not previously upgraded the NLC from something else), the 500BC of the NLC will be credited towards the cost of the Hyper Computers-if you rush buy. @DSep I tried it 3-4 days ago in DA 1.8g and it requires both of them to unlock the third one (i.e. to be able to research it). It specifies in each of them that it unlocks the third one, it just doesn't tell you the other prerequisite you need. What am I doing differently from you, that you're seeing the ability to unlock a tech with only one of two prerequisite techs?
I for one would really like (and make use of) a toggle option at the galaxy setup screen for bonus tiles on/off. (Note: I'm NOT asking for a frequency or value slider, and I don't want one. I like the real life luck factor involved with bonus tiles.) I don't want anyone to get the wrong idea-I love bonus tiles. You may want to keep in mind that the Peacekeepers don't have planets, and as such can't be wiped out before/without destroying their ships. So it's not exactly a fair representation, though close. Also, they get a ridiculous bonus to miniaturization. In one of my games, they had so many components packed into their ships, they could not have done it without a 600% miniaturization bonus-100% of which they can have gotten from techs, but they don't have anywhere to build the hyperion s

You must have both prerequisite techs to unlock the third tech, and in each of the prerequisite techs, it specifies that it unlocks the third tech. It does not, however, inform you of the other prerequisite tech you need to unlock the third tech.
