The OP did tests that suggested PMs behaved differently depending on the amount of shields (or ratio of shields to HP, idk)...we are talking things like ships with 1000 hull and 200 shields faring better against PMs with 100% bypass than ships with 1000 hull and 1000 shields...his experiments had absolutely nothing to do with shield mitigation... Having done both an upgrade to and a clean install of 8.1, I think it is safe to say that most of the issues people are having (slow boot times, problems on the internet, programs no longer working) are simply due to the upgrade process and not W8.1 itself...these problems aren't a whole lot different than when people upgraded to vista or 7 and suddenly had problems cropping up out of nowhere... As with any OS, clean installs are the only way to ensure stability....

I upgraded to 8.1 and had several problems...windows explorer constantly crashed, wifi issues, web plugins not working, etc... I then did a clean install of 8, installed only windows updates (NO drivers or software), then upgraded to 8.1...I've installed all the proper drivers and all my original software, and nearly all the problems I originally had are non-existent...the only issue I have is with a web-plugin I need for work, and I found a work around for it...

The issue for me was simply the amount of micro-management...SBs were tedious and UP in the late game (at least militarily), making it more effort than it was worth...an overhaul may be necessary, but even a simple reduction in the total number of weapon and defense upgrades and sensor upgrades would make a huge difference....
