That's the Ribbon, and thanks to Microsoft, WB's can't skin it. Many of us use OldNewExplorer http://www.softpedia.com/get/Tweak/System-Tweak/OldNewExplorer.shtml to get rid of the ribbon so WB's can do what it does best. Note: The Action Center, Clock/Cal and systray hidden icon area also cannot be skinned by WB's.

And as long as you've been around, you should know that no one can send you a link. If I recall correctly, you can only upload 5 in one day and for good reason. If you upload that many skins at once, stop and think what happens to all the other skins in "New". They get shoved waaaaay back off the page deep into the nether regions. Not nice.
