Open settings, click on Update and Security, click on Recovery, Go to Reset this PC and click on Get Started. Click on Keep my files and you won't lose anything and this will reinstall Windows. It sounds like something didn't get installed right.

I can think of no reason Silverlight would have any effect on SD software, more likely, the installs were corrupted by your antivirus. What are you using? Uninstall them and then reinstall with your AV software temporarily disabled. And what does each program do when you try to open them or make changes. Simply saying "It doesn't work" isn't much to go on.

1: You have to select the Windows 7 Style start menu within Start 10 Config UI 2: Wallpapers are not automatically applied, they are sometimes included with a blind but you need to apply them yourself. You can put the downloaded wall in the Wallpapers folder found in your WindowBlinds folder (C:Users/Public Documents/Windowblinds in Win7) and they will then show up in the WB UI, making them easier to access when changing blinds.
