Ship designer button disabled in 0.31 in GalCiv III Support GalCiv3 Forums

So I just purchased, and it is running 0.31. The ship designer button is not functional, and I thought that was brought in previously. What am I misunderstanding/doing wrong? Thanks Kevin EDIT: Never mind. Button on Main Menu disabled, but works from in game. Nothing to see here....please move on...thank you!
