If you read the lore it says the Vasari are in a race to out run there past so im feelin like they have tec advent situation going on. consider this when they were expanding there empire thousands of years ago they happend on a race of people that had near god like powers but were still planet bound but advancing at an stagering rate. the vasari try to get them to come into the empire by acting nice and promising to give them new space tech, but they always just intended
