No it's a bug the ability is to spread culture from the loyalists planets without the need of a broadcast center and i'm pretty sure it's new. I think they implemented this bug by fixing the update bug that their newly colonized planets didn't spread culture for the loyalist.

To be clear this is not a rant for nerving Novalith just an overall feedback on what i noticed about the Cannon and what i think about it. Bugs: 1. It's possible to shoot at Planets from factions you have a cease fire / peace treaty with when you still have old intel on the planet where it's controlled by an enemy. Anyone else noticed the Advent Rebel Titan Unit AI seems a bit confused? I got several situations in wich it just thought attacking a target with the side beams would be more effektive then turnung and shooting full out front. even when i command it to attack that target and it's not doing anything else with its frontal guns. Also i noticed sometimes it thinks its a defender frigate and runs off from a fight just to chase down some strikecraft, which can be really anoying. <p
Seems like it i played a game yesterday, where i met a loyalist advent in the end with a heavily leveled titan. from my experience he couldn't have been that high (same level as my titan) after i conquered the rest of the map and all other fleets. The Advent Loyalist Titan is also very strong maybe a bit too strong. Nearly ripped my fleet in half with just his little capital fleet. You have to focus on the capital ships and titans or your fleet will fight itself to death.
