Well, this is unfortunate. It appears as though your SVN is setup to have all the mods inside one ZombieRus5 folder since my folder structure from the SVN download looks like "Mods-Rebellion v1.041\ZombiesRus5\ \"
Zombies, "http://zombiesrus5.googlecode.com/svn/trunk/zombiesrus5-read-only" gives me a "URL not found" error when I try to use Tortoise SVN to download from it.

No, they're not strategy. There's a lot more meat to these games though than what Call of Duty offers, so calling them pure shooters is a bad description.

There's more to them than CoD-style cover mechanics since you have to control an actual fighter and do things like maneuvering, energy distribution, shield management, and making sure your escort targets

7 Deadly Sins added moving starbases to all factions as part of defensive balance to counter our expanded gravity wells. Starbases are definitely much harder to take down since bomber spam can't run away.
Chances are anyone who is going to use custom .fx files knows how to make the basics of a mod. You should definitely include a line about not overwriting anything in your main Sins folder, though, just to be safe.

As long as it just disabled them and didn't destroy them that would be a great idea. I'd still like to see some other buff to the Ankylon's fleet utility though so it isn't a useless space brick.
The Ankylon really needs something to make it necessary to be targeted first in combat: either a massive buff to Group Shield to make it so a protected fleet simply will not die (which would make the Ankylon a devastatingly powerful support unit instead of an offensive unit like all other Titans) or the boring boost to DPS to make it act like all other Titans out there. I'd much rather see the Group Shield buff so the Ankylon isn't a cookie-cutter fleet-killer.

Those out-of-window researches are intentional. They're AI-only cheats to make it not suck so hard. If you're that good, I'd suggest you play against three allied Unfair TOC AI's. You're going to need a very powerful fleet or a Titan to defeat one of their starbases that deals over 1k DPS on the infocard and has a crapload of shield bypass.

I've never noticed them circling forever. It may take them a few revolutions, but they will eventually make a ridiculously sharp turn directly into the enemy hull.

The forums and website do not use the same registration system or accounts, and two people reporting website issues have successfully completed forum registration and activation with no issues. I don't know why they were set up that way in the first place, but unfortunately that is how they operate.
GoaFan77 already told you a good reason why Titans should keep levels: gameplay balance reasons. A level 1 Titan stands zero chance against a level 4 Titan and the player with the level 1 Titan would never, ever be able to get back into a competitive stance.
