I realized after typing my reply that it really only applies to the types of games that I play, whereby I generally meet the first AI civ in the first 10-20 turns (sometimes sooner, but always by turn 20, I'd say). Not sure about the lack of support field stab for mining bases, that might be intentional. There was (is?) a bug with military starbases where they cannot build all of the correct combat modules. I suspect that this is what you're experiencing..
