There aren't any story mods around that I'm aware of...many people will probably just say use your imagination while your playing to come up with your own story...but if you're looking for something more than just the manual lore, there's my story Sinners on this very forum! If this could be added in, that would be cool. Starships would be a kind of thing that could only be built at starbase ship factories, if you purchase that upgrade....idn. I think this is definitely something to look into. 3rd mini-expansion maybe?

Have you gone through the tutorials? They kinda suck, but they help give you ideas of how to play the game. Otherwise, do what mooster said and turn of pirates. And i recommend building your first (free, if u didnt no) capital ship as soon as possible, and make it the one with colonizing powers.

well i havent played with pirates in quite a long time, but if i remember correctly, they arent really trying to strategically attack you. theyr just out doing as much damage as theyv been paid to do. i mean, dont get me wrong, this would be a great upgrade for the pirates, make people take them more seriously, but idn. right now its not really useful. maybe in the pirate part of the 2nd expansion?
