I think Stardock did hire skinners for free/paid skins per se at years back,the crux is either the market has changed or pies are not good enough or both,SD discontinued the practice. Trend comes and goes,for those people who like to customize their system will always find the way and stay,those don't,they just stop by and gone.

Uh....you need to specific which ones though,on that note,Chrome cannot fully skin on those areas you mentioned but it should work fine.

From Office 2007,Windowblinds cannot fully skin due to the skinning patterns/engine implemented by MS which is no surprise as more and more software companies decided to go unconventional skinning engine on their products.
