Any way to alter starting conditions? in Galactic Civilizations I Stardock Forums

Is it for instance possible to start all the races with a bank 5000 instead of a 1000? Or, start with fewer races? What does the prefs.ini file do? Altering stuff there seems to have no effect. Any answers will be appreciated. Thanks, ~SDC~
