i tried all the tips here also and none worked. what unlocked him for me was playing 1 game online and winning. after that he was unlocked for single player and been enjoying him ever since. i doubt winning had anything to do with it though, it was probably just the act of completing a game online.
Found a fix. played a multiplayer match online with torchbearer and won. now i can use demon in singleplayer.

running as admin didnt work, in fact impulse even warned me that i shouldnt. I appreciate the help leon but i really want to do a single player tournament or even a skirmish at least with him.
otherwise if i want to play singleplayer to, I dont know, actually try out his abilities before going online I cant, as only the AI can use him.
Got an email that the demon was accessible now and the only way i can play him is online multiplayer.
