That's usually incorrect. The force that a player can project without expanding his economy first is way inadequate to hurt an economy of a player who has gone on a colonization rampage. In simple words, if you take your money and use them to colonize & upgrade 7 planets, the guy who took his money and built 20 LRFs for it will not be able to hurt you.
