I think what should ultimately be penalized is not to simply have a large empire, but to acquire it fast - aggressive expanding. That should invoke some corruption or civil unrest. Think about it, if you build up a society slowly, it'll have more order and be more stable then if you just rush the infrastructure & head towards the next planet.

Generating maps with both 2.20 or 2.042, unveiling them via cheats, and using the PlanetList to count the number of habitable worlds, I see 15-20 for each PQ4, PQ5 & PQ6 in an all-abundant immense sized galaxy. PQ7 alot more, but what's mostly interesting is that 60%-70% of all worlds are uncolonizably PQ0 worlds.

If you can post 4 screenshots detailing all Military, Population, Economy & Research-curves (Civ-Manager-->Timeline-->Show all: first 4 curves)... this is essentially were you can see how your score (and the one of your opponents) did develop.
Nevertheless, if you don't play for score you could fill it with any structure which may help you to achieve victory: - Embassy etc to flip planets and win culturally - Planetary Defenses... maybe if you picked a too high level of difficulty with the AI having space superiority - More labs = perhaps producing large hulls which, in opposition toi cargo hulls, can put up a real fight.
