If you are using entrenchment 1.02 or sins 1.16 the manifest is no longer needed for maps. You just need to copy your galaxy files in this folder (win XP): C:\Documents and Settings\"Your Username"\Local Settings\Application Data\Ironclad Games\Sins of a Solar Empire\GalaxyForge and when you want to select your map just cycle through the maps screens until you get the galaxy forge screen and there are your maps now.

Otherwise you can just use the meshes and textures and build a mod around it

I started Particle Forge 3 with sins 1.16 and entrenchment 1.02 installed and it starts no longer! :( The only thing that happens is that the microsoft "send error report" dialog shows up. I was using the Particle Forge last time with entrenchment 1.01 and it worked so maybe the particle forge isn't compatible?! Or is there another way to fix this? EDIT: Ok i fixed it, i just downloaded the forge tools again and now it work
