In GC2, the main map was completely blanked out but the mini-map showed where stars were and also where the other races were. Choosing blind exploration removed the other races colors from the mini-map. It seems that in GC3, they've moved the star visibility from the mini map, right onto the main map in the form of those blue dots. I don't think I understand this complaint, especially when it comes to colony management. Part of the strategy and fun of GC3 is figuring out how to use a planet best, based on tile bonuses, planet-wide bonuses and tile layout. So if you discover a planet with a +3 tile bonus, a manufacturing planet bonus, on a tile with a couple of adjacent tiles touching it, that would make a great manufacturing center.
