My Population caps prematurely in Bug Reports GalCiv2 Forums

I dont know where to post this, is there a support thread? I did not see one, I am assuming this is a bug, or I am over-looking a game mechanic.. I tried searching before posting. Anyways, On some of my worlds, my population caps before reaching the maximum.
