The fact that you assume all 6 mines will hit the enemy DG is, frankly, laughable. Against a mine DG, any player worth their salt will walk a priest in ahead of time and clear out the mines, or drop totems to reveal the mines just to make sure. I get the 4th level of tower simply for the price reduction. With the staff of renewal, it's pretty huge. My main concern with your build is just how exposed you are early. Any rook needs good teammates ready to tele over to survive, but I'm not sure yours can do the lane domination that an early rook needs to supply.
I've never seen Orb of Defiance used. It's simply not worth the gold. 4k gold is an INSANE amount.
Ooze UB is our general counter to minions. Sedna against a minion player, simply run away. Ice TB is the best, but any competent erebus playing against a TB will go assasin and own his ass. Oak does pretty decent with Surge later on, and his divine justice can keep him in it long enough.
I'd hope he doesn't have any patients. I can just see him in surgery, saying "screw this, it's not going well" and just leaving the dude on the table, bleeding out.

The only reg I've ever found worth playing with, at all, uses a DPS build and never gets snipe. Not that I agree with him not getting 1 level of snipe, but he gets the job done. A sniping/mines reg just can't cut it in the second half of any close cataract game - no flag control at all.

My premade has done many 4v4 games on Levi where we all get heavens wrath. It's hilarious when people complain about it - they don't seem to understand that we are giving them a FAR better chance of winning then they would have otherwise, if we just went BoF and with some generals for monks. But it's soooo much fun :P
I've got a replay earlier in this thread where I kill Pacov twice and KALel once in the first 4 minutes of a game. Obviously, I shouldn't have been able to get either that early with Oak - but the fact is, with Shield, I at most would have gotten one of those kills. Playing with smart and good teammates, the Penitence just does so much more in any 2v2.
Obviously a shield oak will beat the penitence oak at level 1 in a 1v1. That, however, isn't the game we are playing. It's not "getting away" with anything - you are level 2 long before you ever need shield.
I'm hoping to get a bit of gaming in with tshughes tonight, depending on the status of this paper that is due at 8 AM. 1.5 of 6 pages written, 13 hours to go. Given my normal track record of a page an hour for a very good paper, I have some hope!
I'll also note here that damage taken by an oak is worth less then damage given. Your monks heal a sizable percentage of the damage taken, but their heals certainly don't add to damage given - although they deal damage directly either way, of course. This matters more against the stated BoF UB then it does against another general, of course.

Here is an upload showing why an Oak should get Penitence first. It only lasts 5 minutes or so until I drop, but I think it demonstrates my point clearly - get Penitence in case your opponent screws up, not shield in case you do. And note that the opponents are currently ranked in the top 20 - including an absolutely emberassing double smite on Kalel (Rank 2) and Pacov (Rank 18).
I always get Penitence first. The snare aspect of it is very handy, it does a small but respectable amount of damage, and it's handy if someone trys to sneak in a full pot. But mostly, you don't need shield for anything - the only time you need that 3 second shield is if someone really screws up. That penitence, however, you can use if your OPPONENT screws up. And frankly, the latter is a lot more common.
