I have some problems with your re-purposing of Wretched Cloning. As described it has no economic purpose. Why spend the time, effort, and bc when the slavelings will do it for free? As an Aul generator it kinda made sense since you don't need to bring the new clone to full growth, but simply as a population enhancer it's way too inefficient and would only be implemented as a solution to a problem. One thing I didn't mention about Thalans. They build their own improvements now. They used to trade for alien production techs to get around the high maintenance. How are you using ? It used to be the universal prerequisite for Massive Hulls, but your new description implies that it exists to convey the Hyperion Shipyard project. Is the split between hull size and hull quality branches, breaking the relation with Massive hulls makes sense. Do all races have access to Hyperion Shipyard and Fort. III through Massive Hull Building? Do all races have a follow-on hull quality tech?

BTW, a side note on wars. The UP proposal "End all wars" ends wars between majors , but not those wars involving minors. And Drath profit from minor wars, too.

No idea on Karma. How is the anomaly "You receive +n on all three weapon/defense types" expressed? I got a couple of those, but on a ship with e.g. a single Laser the Beam rating is still 1. Well, WoW screwed me. They suddenly stopped "supporting" Vista and put some code in the startup that refuses to even run on it. I've moved to Win7, but now my video driver crashes. (It also like to lock up in the GCII Shipyard...) GCIII runs, but I haven't been able to get into it. So now I'm back with good ole GCII, playing 2.22. (There's a bug: the first paragraph description for Federation on the Government & Ethics screen is "string not found".)<
It's probably more that the AI is set to "want" to manipulate others. The Terran (Super Diplomat) "can", but that is up the player. An AI Terran probably won't. In general, the mechanisms behind the Super Abilities is not well understood.
This is not a "mod" per se . It is supposed to be basis of the next release of GCII, as 2.20 was the packaging of a previous version of the Community Update mod. It is now up to Stardock to allocate the resources needed to validate and integrate this drop. I supposed they'll get to it eventually. I always buy through SD, and yes, all you get is a Steam key. Interestingly, IIRC Steam and SD seem to run sales independently. That may be only on legacy apps, though. I'll pay more attention henceforth. What's a GOG? FWIW, I tried running galciv.exe and others when I was finally able to find the game folder hidden in the steam tree. But they don't run the game; they just call steam.

Well, I'm coming from 20 years of playing GC and GCII, and I find GCIII damn near incomprehensible. Yes I understand what the player is trying to do, but the controls are totally different. For instance: * NO manual movement of ships? Mouse only? * Why is the 'scientist' staring at me? Is he expecting me to do something on the Tech screen? * Is there any $^&*) way to play this game without involving F^&*)G STEAM ???

You have to correlate to Morale. If Morale falls below a certain point (40%), the population will be too depressed to breed. Also, I think Planet Quality factors into the growth rate and max pop, but I don't remember how.

There is an mode where normally non-printing characters are displayed. View->Show Symbol...But then you have to be able to spot them manually. Properly speaking, though, Å in not a non-printing character and N++ doesn't highlight it when I put it in explicitly. This leads me to believe that the original "bad character" was not Å itself but something that displays as it. It clearly wasn't there (visually) when I opened the file and looked at it.
