Yes trumpeter, if you pass that resolution, you can only colonize inside your ZOC, and nowhere else. And the rule states not colonizing other's ZOC. So it is a bug in that rule.

Hey, I got this bug over 3 games, and the bug is caused by the "Zone of Control" colonization restriction that can be voted on. It restricts the player to only colonizing inside controlled ZOC by the player, so the player can't colonize empty areas at all (the planets can no longer be destinations for the colony ship). This could be the developer's intent with the rule, but it states to restrict colonization inside another race's territory, so it appears to be the bu
