Assuming you have WindowBlinds (the program) loaded, open the config dialog and use the "Install skin from disk" button.

Open the WB Config dialog and under settings make sure "Apply any wallpaper supplied" is checked.

It's probably not going be that simple.. I don't exactly agree that 'any' program will do. You really need to use something with more power than MS Paint. There are lots of good programs, but yht most popular 3 seem to be Photoshop.... expensive Paintshop Pro.... $89 I think. The Gimp...Free! Each have their own pros and cons. My personal choice is Paintshop Pro. But the progr
