The shareware version of WB doesn't load on startup. All you have to do is register it, and it will.

What you're supposed to do is look up near the top of the section you're downloading files from, and follow the links to the program you need.

Starting a second thread on the same subject isn't likely to get you an answer any faster. A little system info would help. What OS are you using? Processor speed? RAM? What version of WB are you running? Are you using the registered version of WB, or the shareware.

I don't know that colorful should be part of the sore card, a greyscale wall could be gorgeous and get a bad rating with this system. But all rating system have problems. The WC ratings seem to more of the I like it, I don't like it type. gef.... If you can't handle negative comments, then perhaps you shouldn't upload to sites that allow comments. You have to take the good with the bad. As long as the bad comment isn't just plain mean, what real harm is it, other than bruising your ego?

I use the built in drop shadow filter in PSP, and like BoXXi is saying, just tweak the color (I generally use a very dark gray), the opacity, and the blur. Wasupboy.....careful, we don't play the Kazaa/warez game here.

This is a theme for DesktopX I believe. https://www.stardock.com/products/desktopx/ If it's not DesktopX go back to the section where you downloaded the theme and look up near the top of the page. You'll find links to help you there.
