I even downloaded and tested with the player of your choice, MPC BE. You are running an insider version (rs.prerelease) of Windows, and virtually any bugs may appear in any pre-release versions.

Chrome is actually skinned quite nicely for the first time, as far as I remember. (Except for the top toolbar, of course) I have nothing added to the command line either.
