This sounds like it's more related to Steam's own way of installing things. Has this happened with any other Steam games/apps on your machine? Have you tried contacting them for support?

If you liked FF I suggest trying out Brave, it's made by some ex-Mozilla people and has a lot of great features for security/privacy whilst being based on Chromium for compatibility.
Ryat is correct, you should get the updates on Steam directly. For GOG you'd need to redownload or use the Galaxy client.
I'd still wonder if one of the mods is interfering in some way. 4.0 changes some things that not every modder will have accounted for if at all. Try it without the mods active and see if it still fails. If it still doesn't work share the save game here and we can take a closer look.
Are you using any mods? What are your system specs? What DLC are you using?

We did bump up the AI and the resources you get in a game.

We just hit a new all-time peak for players online so this is a great time to get online and play some matches against one another or vs the AI. Short answer: No. Long answer: Our (Stardock)'s current plans are to do a console port for SCO next but that is delayed due to the pandemic right now.
