I've won twice in a row through cultural influence victories too. It was VERY early in the game both times for me (I usually race to get the Republic technology and build Diplomatic Translators and all that) and I had only gotten three or four colonies. Hadn't even had time to build my first constructor (and I usually start trying once I start the third colony.) I had definitely not done anything to deserve the cultural victory, so there is certainly a bug in there somewhere.
