That is intended though fairly rare. Tile Influence goes something like City>outpost>monster den. There is some sort of distance calculation as well but cant pin down exactly how that works myself. A city sufficiently close to an outpost to convert the outpost tile will flip it.

Okay fired up the necros for a spin on the gauntlet map. It appears that once you select the talent for +10 death charges at battle start normal charge generation from unit deaths stop working. Only death's embrace spell on kill effect still works. Another possible culprit is the necromancers circlet as was pointed out on steam discussion of this bug.
your comparing a default unit against a unit that requires a additional building and is unique to the faction. Additionally wolves cannot wield any weapon so have limited damage. Also there is some trade off of power between single vs multi dude units. A multi dude unit loses power as it becomes more injured. A single dude unit will do full damage no matter its hp. Given that the wolves cant wield weapons this can mean quite a bit if you don't have healing. Also while the unit build costs
Only thing ive found relating to it is a weak quest camp in the northern section of the western continent. When encountered it gives the option to slaughter some civilians or not. Killing them gets Gilden in the war, not sure if it has any other ramifications. Not killing the civvies yields 100 metal and the quest remains open. The camp is north of where abeix spawns on the road leading to the land bridge.
