Same here on Insider and regular build. Was thinking that Hyper-V is to blame, but that isn't it. Can't really say under what circumstances it happens.
Startallback alters the startmenu and the taskbar as does Start 11. What is wrong about my statement? Of course that can cause several conflicts.

You can't change live folders for individual folders.

You can do that by right clicking the folder then properties, customize, change icon.
