Project: Alert Populace Civilization spends time and money to educate population in the threat posed by Evil civilizations and the whole populace is on alert for acts of espionage and sabotage. For 100 turns any act of espionage or sabotage against this civilization incurs a % penalty. At the end of 100 turns this project ceases to exist, although it may be built again to raise the alert level of the populace once more.

Although I am not part of the Beta, I was wondering if there is a setting for having the AI assign the Intelligence and Morality of the other major races, so that it is unknown to the human player at the start of the game. It seems to me that it would be more challenging if you did not initially know which races are good/evil or which race(s) are idiot/smart/genius. PS: From reading the threads for the past week and the related previews, GalCiv is definitely on my buy list.
