I had the same trouble, found it works if you download and apply from within the subscriber browser. Might be worth a try

Not sure if this will work for everyone. Logons easier to download and apply from within the WinCustomise Browser window (subscribe). Works for logons I have trouble with in Logon Studio. Hope this helps.
