A core world's population growth bar filled all the way, but because I had no housing, I didn't get a new citizen. So I built some housing, and yet, I'm still not getting another citizen. The completely full pop growth bar still reads "Population Not Changing". Why is this? What am I missing in order to get a new citizen here?
