My moral was also at a 46% average for all colonies. This would make me think the populist parties 30% boost to moral plays a large factor as well as thier belief in being fruitful.

I have a feeling it has alot to do with influence from such things as the social projects you choose to build, your military strength and your population. I.E. My population is #1 in my current game and the populist party increased from 0% to 46% in 2 election years. Just a guess.

Prior to purchasing MOO3 I inquired about the 5th X (player eXperience) that the game was suppose to include. I was hoping for a game of galactic history. One which was rich in story and involving the player on a grand scale. One that played out like all those space operas we see in movies or read in books. Sadly, MOO3 failed to deliver. Based on what I've read regarding Galactic Civilizations, I think they have found the 5th X that QuickSilver lost. Per the GalCiv Encyclopedia Skeptics

I returned MOO3 for my preorder of GalCiv. With the extra cash I also picked up Age of Wonders 2 ($20) and am enjoying it very much. Highly recommended for any fantasy fans who also enjoyed games such as Master of Magic and Warlords.
