For the apologists - isn't the maintenance costs of most social projects the equivalent of "wages, property taxes", and all the rest? I don't see why there's such rabid support among a couple of the posters here for this element of the economic model. It has nothing to do with obsession for perfection or realism - it's just one of the few holes in the game design. The game calculates spending from the bottom up, right? Easiest way to tell from turn to turn is to leave the Production map filter on. It's fun watching whole empires 'disappear' into tiny colored dots while they're bankrupt and their production stops cold.
I'd just disable it. The only crap I have running in the background is my firewall, and I like to keep it that way.
There will be logistics research targets that will increase your Logistics level (and presumably decrease the costs of additional starbases). So the strategies aren't so much eradicated as slightly complicated.

Well, I feel pretty stupid. Checked the 'governor ignores GNN' (which I had never understood what that meant anyhow) and saw that it was off. Turned it on and I'm no longer prompted every time something in the queue is done. Can't believe I've been playing all this time and never knew what that option meant.
However, the pre-packaged scenarios DO work. Just not ones I try to create. Are there very specific things one must or must not do in the scenario editor to get the file to work? When I load a pre-made scenario, it has all the correct information. I changed the Twilight of Humanity one to start with Stellar Cartography, and all of a sudden, that scenario no longer works. I re-load it in the scenario editor, and it, too, is now all wiped out.
I created a scenario with the eight empires split up into four teams of two, and with the player starting with Stellar Cartography. I saved this to the Scenario folder so that I could load it in game. I loaded it in game setup, and it still goes to the Race Setup even though, if you're using custom rules, it really should be bypassed. The random events will be a pain if someone goes through any trouble to carefully balance a scenario or make a campaign based on fiction built around this universe. Minors randomly popping up - and rule changes by the UP for that matter - can probably go all in the same bin as random events as far as things that would be best turned off when our storytelling demands it.

For those of you who play this game very well, how do these costs affect the use of starbases along trade routes? Unlike before, there is definitely some serious thought needed before setting up a chain of trading bases - as in never recouperating the cost. [Message Edited]
Besides being able to turn off minors, another thing that will be vital for player-made scenarios and campaigns will be the ability to turn off random events. These are extremely unbalancing or can ruin the entire premise of a scenario - i.e., the Drengin getting the alignment-change event (as they did in my last game). Doesn't matter now since the scenario editor doesn't work, but something to keep in mind for the future.

There are settings for Minors, however, that can limit their impact. You can allow or disallow both 'aggressive colonizing' and their ability to actually invade (!).
There is nothing in there now that affects logistics. It may tech, maybe a new resource (cyan torus? tetrahedron? tesseract?) - probably won't know until the next major beta. Umm... one other thing I just noticed. May be a bug, but I don't think I'm seeing maintenance costs for these starbases. This test was in a tiny universe, I'm having trouble loading the Gigantic game I have going (probably need to reboot).
The way things work in the Beta, each starbase costs S*X credits to build, where S is the number of starbases you currently own and X is 250 at Logistics Level 0. There is nothing else in the current beta that mentions Logistics - no techs - just this one "level" indicator on the cost of building a starbase pop-up.
