They are probably the same file, but they needed to make sure that it wouldn't do anything like invalidate your Windows root filesystem or anything before the released it to the public for testing(beta usually means that it is good for something at least).

The reason Icon Packager messed up your system is because you deleted all the icons that you changed things too. You were using a theme in your program files\whatever\icon packager\themes directory, and that was deleted along with Icon Packager. Now the defaults that Icon Packager saved are the ones from your previous installation. I don't need anything more than The GIMP(I do use it, I do better things than my Winamp icons). Version 1.3(beta) is really good, but unfortunatly it doesn't work well if you get the prebuilt binaries installer for Windows. It has been resolved. I had to actually restart the computer all the way. I've never had to do that before to update programs that were in use. Why doesn't that work in Windows? I have installed new versions of my IM client in Linux and just had to close it and open it again to change everything to the new version. Still, the build number and version number hasn't changed. When I start a new exploder window(just explorer, not anything else) I get a system tone. At first I thought my computer was overheating or I had a kernel panic(I was using a Linux like theme), but then I noticed that it was everytime a launched a new explorer window. If you are playing DVD's while running other programs(expecialy explorer and internet explorer) and have less than a 1GHZ machine and less than 128MB of ram you will definatly have problems. Also make sure the SRS WOW effects are turned off and the color correction is disabled.

Your graphics card probably doesn't support those effects or your computer is too slow. I can only use a few of the effects because my computer is ancient. Windows FX does not show up in the control panel. It works in the system tray.
