The Research Matrix is now the Quantum Relay (with tech points now being Quanta). It's right next to the Metal Extractor on the Engie's UI.

Whats also strange is the percent of batches that aren't GPU bound. With DX12 they should all be close to 100% Have you tried verifying game cache, as well as re-gening a new settings.ini and seeing if there is any improvement?
